Finance, Accounting and Taxation

1991. The department «Management, marketing, accounting, finance and statistics» was established. The initiators of its establishment were the rector of Ust-Kamenogorsk Road and Building institute professor Batalov Y.V. and the first head of the department M.D. Mamedsupiyev. Great contribution to its formation was done by the professor Kuur. O.V. and assistant professor Sotnikov A.P.

For the first time in the Republic of Kazakhstan was opened a specialty “Organization of the enterprise and management”, where specialists were trained on a shortened program (3 years) on the basis of secondary special education.

1992. In 1992-1996 great methodical work was done on many disciplines, some of them were unique. These are disciplines of market direction, such as: the basis of entrepreneurship, public relations, marketing, sociology and psychology of management, human resources management, world economy, finance, etc. The department was renamed into “Management, marketing and audit”.

1996. First applicants were enrolled on the basis of the specialty 0713 – «Economics and management at the industrial enterprises». New specialties are opened: 0706 – «Finance and credit»; 0801 – «Customs».

1997. Educational scientific-production laboratory “Audit” was organized (instructor professor Adrysheva S.Z.), where training of economists and accountants for production and commercial enterprises was done.

Scientific-research laboratory at the department “East-Kazakhstan Centre on the labor market research problems”. The laboratory deals with the working out of methods of labor market research and prognosis of staffing requirements.

1998. Master program on the specialty 0713 – “Economics and enterprise management” was opened at the department. 1999. Master program was opened on the specialty 520850 – «Economics». First diplomas are given to first 4 master students.

2000. Leading lecturers participate in the grant of “Pragma” Corporation (USAID) – representatives of the project in Kazakhstan on the development of small and medium business n Central Asia. In the framework of this project some lecturers of the department Kuur O.V., Danilenko V.N., Adrysheva S.Z., Vershinina G.V. received the certificates for the right of conducting educational seminars on the Analysis of financial accounting, Marketing, Financial account, Management accounting.

2001-2002. A course of seminars was conducted on the programs: marketing, analysis of financial accounts, financial accounting, management accounting for the administration and specialists of small and medium business of Master program was opened on the specialty 520850 – «Economics».

In the framework of “Invited professor”, conducted by Resource network on economic and business education, VIP-professors Konstanc L. (the city of Bishkek) and Lentjyeva I. (Almaty) worked at the department. They conducted postgraduate courses for the department lecturers, for the lecturers of the faculty of economics and management and other universities of the region: “Microeconomics”, “Management economics”, “The use of active methods of teaching”, “Composing project applications”, “New technologies in the educational process”.

2003. In June the department “Management marketing and audit” was renamed into the department “Finance and credit” and in September by the order № 411-p of 03.09.03 was divided into two structural subdivisions the department of “Fnance and credit” and “Management and marketing”.

In September 2003 a master program was opened on the specialty 522450 – «Accounting and audit». Beginning from the year 2003 the department began training bachelor students on the specialties 522530 – «Finance» and 522430 – «Accounting and audit». Branches of the department “Finance and audit” were organized at LLC “Invest-audit” and LLC “Aitas-Sauda”.

2004. A branche of the department “Finance and audit” was organized State Official enterprise “Zhardem”.

2005. The department participated in the competition “Working out of the project of the model on innovative active department” and took the second prize.

Senior lecturer of the department Klimova N.N. defended a candidat dissertation for the scientific degree of a candidat of economic sciences on the specialty 00.08.10 – «Finance, money circulation and credit”.

2006. In February the department “Finance and credit” was renamed into the department “Finance, accounting and taxation”. Educational scieintific-production laboratory “Audit invest” was established at Regional Scientific technical park “Altai”.

In connection with the fact that the university successfully received the certification of quality management for he correspondence to the requirement of international standards ISO 9001:2000 goals in the sphere of quality for 2006-2007 were defined.

2007. During the year of account the lecturers of the department attended post graduate courses “Teaching in the internet”, that allowed to inculcate distant technologies with the students, studying in Vroclav university (Poland) and college in China XI ANBP – AI International School.

At the end of 2007 the department completed the work on the initiative state-budget scientific-research theme “Financial economic aspects of industrial innovative development of East-Kazakhstan region”. The final account was presented to the National Centre of scientific technical research of the Republic of Kazakhstan. There is a registration number № 0106РК00206 of 15.12.07. In the work on the basis of the research of financial-economic position of East-Kazakhstan region, proposals on industrial-innovative development of the region are worked out.

2008. Jubilee year for the university was marked with a significant growth of professional level of teaching staff. Thus, senior lecturer of the department Varavin Y.V. defended a candidat dissertation for the scientific degree of a candidat of economic sciences on the specialty 00.08.10 – “Finance, money circulation and credit. The head of the department Kuur O.V. was given the academic rank of the professor of EKSTU and senior lecturer Klimova N.N. was given the title of assistant professor of EKSTU. Senior lecturer Madiyarova became the best lecturer of the university.

In 2009 two teachers of the subdepartment, Eszhanova Zh.Zh. and Dzhempeisova G.I., got Ph.D theses degree in specialty of Economy and Management of the National Economy 080005.

There have been established business relationships with the Kemerovo State University, Xinjiang State Pedagogical University, Moscow Academy of Labor and Social Protection, Academy of International Economics (Berlin).

As a result of such cooperation annual international workshops and seminars in economic issues are held by professor Psareva N.Y. Ph.D., head of Department of Economics and Management of Academy of Labour and Social Affairs (Moscow).

In 2010 M.V. Kozlova and S.N. Suyeubaeva successfully defended thesis for Ph.D in specialty Economy and Management of National economy, 080005, E.S. Madiyarova Regional Economy 080004, G. Zh.Abdykerova in Information systems, Processes and Legal Aspects of Computer Science, 052505 . Thus, there is more than 53% of Candidates of science and Ph.Ds at the subdepartment which is one of the best results in the university.

The subdepartment's students won the second place in Republican thematic Olympiad Finance and in Accounting and Auditing took the3rd place.

In 2010-2011 the subepartment successfully passed the state certification in the field of Finance and Accounting & Audit.

O. Grigorieva, E. Madiyarova and G. Dzhampeisova became associate professors of D.Serikbayev EKSTU.

In 2012-2013 the Head of the subdepartment O.V. Kuur, associate professor V.A. Sudakov, and V.Y. Netesova became members of the International Informatization Academy, associate professors E.V. Varavin, E.S. Madiyarova, and G.I. Dzhempeisova received the title of corresponding members of the Academy.

In May 2013 the Head of Department, Professor Kuur O.V. participated in the international conference of the Russian Academy of Natural Sciences “International certification system of the teaching staff “, where she was awarded the degree of doctor of science,Honoriscausa.

In September, 2013 G.J. Abdykerova , M.V. Kozlova, S.N .Suyeubaevawere appointed the title of associate professor.

In 2013 head of the Department Kuur  O.V was awarded the Diploma of the Ministry of Education and Science of the Republic of Kazakhstan, and a commemorative medal in honor of the 55th anniversary of EKSTU.

In the 2013-2014 academic year, the department has successfully passed the specialized accreditation in specialty 5V050900 “Finance” the Kazakh National Agency for Quality Assurance in Education (IQAA) (for 5 years)

In 2014, by decision of the Presidium of “RAE” Head of the Department Kuur O.V awarded the honorary title “Honored Worker of Science and Education”.

2014 Associate Professor  E.S Madiyarova as the scientific director, under whose guidance the students performed at least three scientific publications, award- winning, was awarded a diploma of the Ministry of Education and Science of the Republic of Kazakhstan.

In 2014-2015 academic  year first postaccreditational  report  was commissioned in “IQAA”.

2015. The Department has successfully passed the state certification in the field. Head of the Department Madiyarova ES She won the title of "Best teacher of high school."

2016. Madiyarova E.S. awarded the rank of associate professor (docent). Students of the department have successfully performed at the Republican subject Olympiad on specialty "Finance", taking 3rd place.
