Finance-and-economy department (further FED) is a part of productive and economic department and submits directly to the director of productive and economic department- chief accountant.

In its activities, the PEO is guided by the following regulations:

• Law of the Republic of Kazakhstan;
• normative acts of the President and the Government of the Republic of Kazakhstan on Finance, Taxation;
• Law of the Republic of Kazakhstan "On Education" dated 27.07.2007, № 319-III;
• Law of the Republic of Kazakhstan "On State Property" dated March 1, 2011 № 413 - 1V;
• Law of the Republic of Kazakhstan "On public procurements";
• Rules for public procurement of 27.12.2007 № 1301 (as amended as of 30.12.2009 № 2305);
• orders and letters of instruction of the Authorized Agency and the Ministry of Education and Science of the Republic of Kazakhstan;
• Charter of the University;
• Accounting policies of the University;
• orders and directives of the Rector;
• other regulatory and legal acts and the present position of the PEO.

Aims and objectives:

• The development of current and future plans of the University.
• Ensure together with accounts of the University and other parts of the proper and efficient use of labor and money.
• Participation in perspective and current planning training.
• Development of the cost of services and activities implemented and produced by the university.
• Analyze and propose to improve the financial and economic activities of the university.
• Develop staffing for all types of personnel and funding.
• Development of regulations to improve the system of allowances, bonuses and other forms of remuneration.
• The preparation of financial and statistical reporting.
• Prediction of financial stability of the University.
